A Framework for Volunteer Integration in Rural and Small Urban Transit

Project Abstract

This project proposes a comprehensive framework to integrate volunteers into the operations of transit agencies in rural and small urban areas, addressing financial constraints through innovative models and technological advancements. Led by West Virginia University and Morgan State University, the research aims to enhance transit services in underserved areas by leveraging the inherent volunteerism culture. By systematically examining the potential roles and benefits of volunteers, alongside the barriers they face, the project intends to develop a decision-making framework that aids transit agencies in effectively incorporating volunteer efforts. This approach seeks not only to reduce operational costs but also to bolster community engagement and expand transportation services, thus improving mobility and accessibility in regions often overlooked.

Expected Research Outcomes & Impacts

The project is poised to significantly impact rural and small urban transit systems by developing a typology of transit volunteerism and a strategic framework to facilitate the integration of volunteers. These tools aim to reduce costs, enhance service delivery, and increase community involvement in transit operations. The expected outcomes include a comprehensive understanding of current volunteer involvement, identified best practices, and innovative strategies to overcome existing barriers. This research will provide transit agencies with actionable insights and methodologies to utilize volunteer resources effectively, thereby improving transit services and community engagement. The impact of this research extends beyond immediate operational improvements, fostering broader community benefits such as increased social inclusion and improved access to mobility.
