Military Residency
Military Residency Change Policy
Morgan State University under the Section 702 Choice Act of 2014, Expiring Authorities Act of 2018, and the Tuition Fairness for Survivors Act of 2021 reviews any non-resident student veterans for consideration under the temporary Maryland in-state residency provision. Those who meet the requirements listed under the Board of Regents Residency Policy (Updated May 3, 2022, and have any military status listed below:
- Active Duty Service members
- Retired Veterans,
- Select Reservists
- National Guard service members,
- Air Guard service members,
- Coast Guard member
- Marine
- Naval seaman
- Dependents with TOE
- Spouses with TOE
Residency reclassification petitions for student veterans are created during the university's OPEN enrollment periods. Open enrollment begins on the first day of any active registration period for any term hosted by the institution. The university-wide deadline for a residency reclassification petition ends on the Last Day to DROP/ADD in any given term.
Any eligible student veteran who meets one or more of the MSU Board of Regents Military Reclassification guidelines MUST provide documentation from each category identified in the checklist below for consideration. All residency reclassification documentation should be submitted using the standard Military Funding Request Form (MFRF). Any additional supporting documentation provided after the MFRF has been completed and submitted can be uploaded into the Enrollment Information Update Form for review. All military residency reclassification provisions are contingent upon the student's continual use of benefits, military status standing, and ability to maintain continuous enrollment in any active academic program on campus.
NOTE: Month-to-month leasing option documentation must encompass the entire semester timeframe. In situations that require additional documentation to justify case-specific incidences, coordinate with your VA School Certifying Official at veterans@morgan.edu for best practices.
