Health Insurance Waiver FAQs

Why do college students need health insurance?

Health care is incredibly expensive. While University Health Center (UHC) provides economical primary care, students sometimes require hospitalization, surgery or other specialty care. The resulting large medical bills can be overwhelming for students on a budget. Having and maintaining adequate health insurance benefits will allow students to receive needed health care. All individuals, including college students, need health insurance. Additionally, the Affordable Care Act  (ACA) legislation requires everyone to have health insurance that meets certain standards of care and Morgan University Student Health Plan meets that requirement.

Morgan State University requires all international students to have health insurance that meets ACA and University requirements. The charge for the Student Health Plan will be included with tuition & fees in fall and spring semesters.  International students who have alternate insurance that meets ACA and university requirements may submit a request for a waiver. If the alternate (private) insurance meets requirements and is accepted for waiver, the insurance charge will be removed from the student account. 

Note: Private Health Insurance does not include students with Out of State Medicaid Insurance Benefits, for more information please click HERE . Out of State Medicaid is not covered in the State of Maryland. 

Am I required to have Health Insurance in order to attend Morgan State University?

All full-time undergraduate (12 credits or more) students are required to have comparable Health Insurance to attend Morgan State University. Student with comparable private Health Insurance plan, can submit the Student Health Insurance waiver. However, prior to submit the waiver, please review the Medicaid Waiver Request web page, if you are an Out of State student.

How often do I have to submit the Student Health Insurance waiver if I begin classes in the Fall semester?

Full-time undergraduate students (registered for 12 or more credits) during the Fall semester are required to submit the Student Health Insurance waiver each Academic Year. The Student Health Insurance waiver portal opens in July each year. The waiver submitted in July will be applied during the correesponding Fall and Spring semester(s) for the Academic Year. 

How often do I have to submit the Student Health Insurance waiver as a new or transfer student starting at the University in the Spring semester?

New or Transfer full-time undergraduate students (registered for 12 or more credits) during the Spring semester are required to submit the Student Health Insurance waiver at the beginning of the Spring term, if they have comperable insurance coverage in the State of Maryland. The Student Health Insurance waiver portal opens in Janaury for the Academic Year. 

Please be advised, the Spring waiver does not apply to the following Fall semester. The waiver for the following Academic Year will open in July. Once the student is registered full-time and successfully submits the waiver during the Fall term, it will also apply for the following Spring term.

When does the Student Health Insurance Waiver portal Open and Close? When is the deadline to submit the waiver?

The Fall 2024 Student Health Insurance Waiver portal opens on Monday, July 1, 2024. The deadline to submit your waiver for the Spring 2024 Student Health Insurance waiver is Friday, September 6, 2024.

When will the Student Health Insurance Waiver apply to my student account in WebSiS?

Once the student successfully completes the Student Health Insurance Waiver and receives their confirmation code via email, the University will begin verifying the information provided in the Gallagher portal for accuracy and validity. One this is completed, we will begin processing the waiver on the students account in WebSIS. Please be advsied, the student must be registered as a full-time undergraduate student (taking 12 or more credits for the semester) for the waiver to apply to the student account. Please allow 3-4 business days for the waiver to process on the students account. 

Waivers will begin applying to students accounts on July 1, 2024. 

How do I submit the Student Health Insurance Waiver?

All Full-Time undergraduate students are voluntarily enrolled in the Student Health Insurance Plan once they are registered for 12 or more credits for the subsequent semester and/or Academic Year. If a student has comparable private Health Insurance coverage, that provides coverage in the United States (including Maryland), they must submit a waiver.

Note: Private Health Insurance does not include students with Out of State Medicaid Insurance Benefits, for more information please click HERE . Student with Out of State Medicaid cannot receive insurance coverage in the State of Maryland.

As a full-time undergraduate student, how will I know when the insurance waiver has been processed on my account?

All full-time undergraduate students taking 12 or more credit hours, J-1 Visa Exchange Students and Scholars that submit the Student Health Insurance waiver must log into their Banner WebSIS Account to review their Account Summary.

Instructions

  1. Log into your Banner WebSIS Account
  2. Click on Student Self Service
  3. Click on Account Summary
  4. Choose the appropriate Fall or Spring semester to review the charges and payments on your account
  5. The Student Health Insurance line item will appear on your account as a charge each semester
  6. To confirm your waiver applied to your account, review the line item that indicates Student Health Insurance Waiver. The account will display the charge total in the payment column, which indicates that waiver has been applied for the semester. 

Please be advised, you must be registered as a full-time undergraduate student (12 credits or more) in order for the Student Health Insurance Waiver to process on your student account in WebSIS. After submitting your waiver, please allow 3-4 business days for your account to update and indicate your waiver has been applied.

When am I required to submit my waiver, if I am a full-time undergraduate student, starting in the Fall semester?

Full-Time undergraduate students registered for the Fall semester are must submit their Student Health Insurance Waiver prior to the Fall waiver deadline (please see Question 6). The Fall semester waiver will also apply for the Spring semester.

If I fail to submit my Fall waiver, can I submit one for the Spring semester?

Full-Time undergraduate students registered for the Fall semester must submit their Student Health Insurance Waiver prior to the Fall waiver deadline (please see Question 6). If you fail to submit the waiver for the Fall semester, you Student Health Insurance charge will remain on your bill for the Fall and Spring semesters and you will not have access to log into the portal to submit a waiver. 

If I lose my private health insurance coverage after I submit the waiver, am I eligible to enroll in the Student Health Insurance Plan?

Yes! Full-Time undergraduate students that lose their private health insurance coverage AFTER submitting the waiver are eligible to enroll in the Student Health Insurance Plan as a Qualifying Life Event . 

Log into the Student Health Insurance Portal, log in, and click on the Qualifying Life Event Tab. This section will require the student to enroll in the Student Health Insurance Plan, submit all required documentation to support the Qualifying Life Event, and directly pay for coverage. 

Can students who waive the Student Health Insurance receive services in the University Health Center?

Yes! All registered (must be registered for classes during the term) students can Schedule An Appointment at the University Health Center for healthcare services. All students visiting the University Health Center must pay a Visit Fee based on their Healthcare appointment. 

Additionally, all external lab (blood work and urinalysis) processing is completed by (BioReference Labs or LabCorp). The external lab charges the students Health Insurance carrier for the lab fees. The Health Insurance carrier determines the percentage it will cover for the bill and remaining balance must be satisfied by the patient (student) once the bill is processed by the external lab. The University Health Center does not charge or cover the cost of lab fees from the external lab.

Can I submit a Student Health Insurance Waiver if I have private Health Insurance (ex. through a parent/guardians employer) and Out of State Medicaid?

Yes! Full-time undergraduate students who have private Health Insurance and Out of State Medicaid can submit the Student Health Insurance waiver. Please submit the waiver with your private Health Insurance Card and information. The student would use their private Health Insurance plan when receiving clinical and mental healthcare services in the State of Maryland. 

Can I submit the Student Health Insurance waiver with In-State (Maryland) Medicaid?

Students with In State (Maryland) Medicaid can submit the Student Health Insurance waiver and receive healthcare services in the State of Maryland. We recommend all In State Medicaid students review the Explanation of Benefits and In Network Provider information from their Insurance provider. All MSU students can utilize the healthcare services of the University Health Center for acute and chronic illness. Students are required to pay a visit fee (co-pay) based on the type of appointment and services rendered.
