Subawards

MSU Subaward Process

The first step for any subaward is to contact Ms. Ailing Zhang, Senior Grants Administration, at ailing.zhang@morgan.edu with the following information:

  • The full contact name and information for the Morgan State University faculty researcher and/or contact
  • Morgan State University's role
    • Subawardee: Morgan State University will be receiving the subaward.
    • Subawarder: Morgan State University will be issuing the subaward.
  • The name of the funding agency
  • The deadline 
    • if Morgan is the subawardee this will be the pass-through institution's internal deadline.
    • if Morgan is issuing the subaward this will be the proposal deadline per the funding agency.
  • If available, the title of the proposal
  • The project start and end dates
  • The amount of the subaward
  • If Morgan State University is the subawardee include contact information for the pass-through entity's office of research administration

Defining: Subaward

A subaward is issued to a subrecipient for assistance in carrying out a specified programmatic effort on a sponsored project. Morgan State University passes through a portion of the sponsored award to the other entity. Subawards are called subgrants, subagreements, or subcontracts. All of the terms and conditions that are part of the prime award are applicable to the type of subrecipient entity involved and must be included in the subaward document. The term subaward also includes awards made by a subrecipient to a lower tier subrecipient with prior approval.

Defining: Subrecipient

A subrecipient is a legal entity to which a subaward is made and which is accountable for the use of the funds provided in carrying out a portion of Morgan State University’s programmatic effort under a sponsored project. A subrecipient has responsibility for programmatic and/or administrative decision-making and adherence to the applicable sponsored program compliance requirements.
