MSU Bursar and Post Office Operations Update

Dear Morgan Community,

Earlier today, I strongly discouraged all non-essential employees from coming to campus and directed them to telework. Following my communication, Maryland Governor Larry Hogan issued an Executive Order directing all Marylanders to stay at home in an effort to prevent the spread of COVID-19. Per the Executive Order, as of 8:00 pm tonight, March 30, 2020, all persons living in the State of Maryland are directed to stay in their homes unless they are engaged in a specific list of approved activities. In particular, key excerpts of the Executive Order that pertain to the operations of Morgan State University state the following:

"Section II. Stay-at-Home-Order

(a) All persons living in the State of Maryland are hereby ordered, effective as of 8:00 p.m. on March 30, 2020, to stay in their homes or places of residences ("Homes") except:

(i) to conduct or participate in Essential Activities (defined below)

(b) As used herein, "Essential Activities" means:

(iv) Traveling to and from an educational institution for purposes of receiving meals or instructional materials for distance learning; and
(vii) Traveling to and from a federal, State, or local government building for a necessary purpose; and

Section VI. Specific Exclusions. For avoidance of doubt:

(a) This Order does not require the closure of, or prohibit the movement of any staff or volunteer traveling to, from, or in connection with their duties at any:

(i) federal, State or local government unit, building or facility...."

I urge you to read the complete Executive Order online in addition to the information available on Morgan's Coronavirus website.

Please understand that the building entry protocols at the University will remain in place for all essential/mission critical employees who must come on campus on a regular or irregular basis to ensure that the operations of the University are sustained.
