Student Health Insurance Enrollment FAQs

1. Why do college students need health insurance?

Health care is incredibly expensive. While University Health Center (UHC) provides economical primary care, students sometimes require hospitalization, surgery or other specialty care. The resulting large medical bills can be overwhelming for students on a budget. Having and maintaining adequate health insurance benefits will allow students to receive needed health care. All individuals, including college students, need health insurance. Additionally, the Affordable Care Act  (ACA) legislation requires everyone to have health insurance that meets certain standards of care and Morgan University Student Health Plan meets that requirement.

Morgan State University requires all international students to have health insurance that meets ACA and University requirements. The charge for the Student Health Plan will be included with tuition & fees in fall and spring semesters.  International students who have alternate insurance that meets ACA and university requirements may submit a request for a waiver. If the alternate (private) insurance meets requirements and is accepted for waiver, the insurance charge will be removed from the student account.

NOTE: The Student Health Insurance charge cannot be added to Graduate or Part-Time Undergraduate students account with the Bursar Office. Students who wish to enroll in the SHIP must purchase coverage directly utilizing the Gallagher Student Health Portal.

4. How does Graduate students log in and enroll in the Morgan State University Student Health Plan?

Graduate (Master's or Doctoral) students are not automatically enrolled in the Student Health Insurance Plan (SHIP) for the Fall 2024 semester or Spring 2025 semester. The University offers a voluntary enrollment option for the SHIP through United Healthcare for Graduate students. Graduate (Master's or Doctoral) students must be registered for courses during the semester they wish to enroll in the Student Health Insurance Plan. 

The Student Health Insurance charge cannot be added to the students account with the Bursar Office. Students who wish to enroll in the SHIP must purchase coverage directly utilizing the Gallagher Student Health Portal.

Fall 2024 Student Health Insurance Plan Enrollment 

Once you've successfully logged in, please follow the instructions below to enroll in the SHIP for the Fall 2024 semester:

1) Log in under "Profile"

2) Click the "Enroll" button under "Plan Summary"

3) Complete ALL fields and submit the Insurance Enrollment Form.

4) Please process your payment for the Student Health Insurance Coverage.

5) An Enrollment Confirmation Email will be sent to your MSU email address.

6) The Student Health Insurance coverage will become active approx. 2-3 business days after verification from the University, Gallagher Student Health & Special Risk, and United Healthcare.

5. How does Part-Time Undergraduate students log in and enroll in the Morgan State University Student Health Plan?

Part-time undergraduate students (registered for 11 credits or less) are not automatically enrolled in the Student Health Insurance Plan (SHIP) for the Fall 2024 semester or Spring 2025 semester. The University offers a voluntary enrollment option for the SHIP through United Healthcare for Part-time undergraduate students. Part-Time undergraduate students must be registered for courses during the semester they wish to enroll in the Student Health Insurance Plan. 

The Student Health Insurance charge cannot be added to the students account with the Bursar Office. Students who wish to enroll in the SHIP must purchase coverage directly utilizing the Gallagher Student Health Portal.

Fall 2024 Student Health Insurance Plan Enrollment 

Once you've successfully logged in, please follow the instructions below to enroll in the SHIP for the Fall 2024 semester:

4) Please process your payment for the Student Health Insurance Coverage.

6) The Student Health Insurance coverage will become active approx. 2-3 business days after verification from the University, Gallagher Student Health & Special Risk, and United Healthcare.

6. Does the Morgan University Student Health Benefits cover medical expenses only at University (UHC) Health Center?

The Harriet A. Woolford University Health Center is the primary care facility where Morgan State University students can be evaluated and treated for acute and chronic medical conditions as well as guidance on practices that promote good health and disease prevention. Students can use their Student Health Insurance benefits anywhere in the Nation with a United HealthCare provider.

The student is responsible for external lab fees, deductibles, visit fees, and co-pays (after the insurance benefits has been applied) for any visits at external healthcare offices and at the University Health Center. In the event that emergency medical care is received outside of University Health Center, please present the medical provider with your insurance card or insurance information.

If you have an emergency visit and are referred to another provider by the emergency room or urgent-care physician, please request an In-network provider from the referring physician. 

7. Can I add my family (dependents) to my Student Health Benefits?

Students enrolled in the Student Health Benefits may enroll any eligible dependents during Open Enrollment periods.  Additional premium payment required.

  • The only exception to enrolling outside the Open Enrollment period would be a Qualifying Life Event (with appropriate documentation) such as:
  • Adding a newborn (must be enrolled within 30 days of birth)
  • Adding a newly adopted child (must be enrolled within 30 days of formal adoption)
  • Marriage (must enroll within 30 days of marriage date)
  • International dependent arriving after Open Enrollment must enroll within 30 days of arrival in the U.S. (must have copy of passport showing date of arrival in U.S.)
  • Within the first 30 days of termination of other health insurance coverage

8. How do I enroll my family (dependents)?

Fall 2024 Student Health Insurance Plan Enrollment 

Once you've successfully logged in, please follow the instructions below to enroll in the SHIP for the Fall 2024 semester:

1) Log in under "Profile"

2) Click the "Enroll" button under "Plan Summary"

3) Follow the instructions to complete the form to enter and enroll your "dependent spouse/partner" and/or "dependent children".

4) Complete ALL fields and submit the Dependent Enrollment Form.

5) Please process your payment for the Health Insurance Coverage for your dependents.

6) An Enrollment Confirmation Email will be sent to your MSU email address from Gallagher Student Health & Special Risk.

7) The Student Health Insurance coverage will become active approx. 2-3 business days after verification from the University, Gallagher Student Health & Special Risk, and United Healthcare.

You must purchase dependent insurance for the same coverage period as your own coverage; it can’t be for a longer or shorter period than your own. For example, if you enroll for Fall coverage, your dependents need to be enrolled for Fall coverage; you wouldn’t be able to enroll them for Annual coverage. If you enroll for Fall coverage and do not enroll your dependents at that time, you cannot enroll your dependents unless a qualifying event occurs.

Note: If enrolling a dependent for the first time in SHIP, documentation needs to be uploaded at the time of
submission. For example, a marriage certificate for a dependent spouse or birth certificate for a dependent child.

9. What if I am charged for the Morgan State University Student Health Benefits as a condition of enrollment and I already have health insurance? Am I required to submit a waiver during the waiver/enrollment period?

YES! All full-time undergraduate students taking 12 or more credit hours, J-1 Visa Exchange Students and Scholars, are automatically enrolled and billed for the Student Health Insurance Coverage through United Health Care for the Fall 2023 and Spring 2024 semesters. Once a student has successfully completed the Student Health Insurance waiver, you will receive a confirmation number via email, confirming the receipt of your waiver. After submitting your waiver, please allow 48-72 hours for your account to update and indicate your waiver has been applied.

10. What if I am located off campus in another city. Will I still be able to use the Student Health Insurance Plan?

If you are located off campus in another city, you still have the ability to utilize the Student Health Insurance Plan through United Health Care. Log into the Gallagher Student Health portal using this link to "Find A Doctor", "Get An ID Card", and "Pharmacy Program" Click Here

11. Is there any way for a student or student's family member(s) to enroll in the Student Health Benefits Plan outside of open enrollment?

Full-time undergraduate students who submit a Student Health Insurance waiver during the waiver period. The following "Qualifying Life Events" are the only exceptions that will permit a student to enroll themselves or family outside of open enrollment

  • Adding a new dependent (within 30 days of marriage, birth or adoption)
  • Enrolling as a new or transfer student (within 30 days of date of enrollment)
  • Becoming ineligible for coverage from prior health insurance company due to age, marriage or loss of employment (within 30 days of loss of coverage with appropriate documentation). 
  • Enrollment of student and/or family members requires payment of premium due for that enrollment period. 
  • Premiums will not be added to a student's account. Payment must be made by credit or debit card directly to Gallagher at the time of enrollment.

1. Go to www.gallagherstudent.com/Morgan
2. Follow the login instructions.
3. Click on “Enroll-Qualifying Life Event.”
4. Complete the online form and upload the required supporting document, such as the loss of coverage letter
from your prior health insurance company showing your name and the last day of coverage.

Note: Read the form carefully as it contains very specific information on the Qualifying Life Event process.
If your enrollment in SHIP is on a voluntary basis, there is no option for the Qualifying Life Event process if
you lose coverage with your current health insurance plan.

12. Once enrolled, can I cancel or get a refund?

Once you voluntarily enroll in SHIP, you will remain enrolled in the plan for the full coverage period. You have no option to
terminate coverage unless you enter the armed forces. Only in that case (entering the armed forces) we will refund — or your student account will be credited — a pro-rated share of your premium. 

13. Am I still covered while traveling? When studying abroad?

Yes, your plan covers you wherever you in the United State of America. If you are enrolled in SHIP and paid the premium, you'll be covered.Your plan also provides you with 24-hour Worldwide Travel Assistance, which includes services ranging from a lost
passport to helping with emergency medical assistance or arranging emergency medical evacuation or repatriation of remains. It’s important to contact UHC Global at 1-855-289-2618 before making arrangements on your own.
Otherwise, these services will not be covered.

information on Global Emergency Services, please review the Assistance and Evacuation Benefits section in your
Brochure-Certificate.

Other information about seeking medical care abroad:
• Always keep your SHIP ID card with you.
• Save a copy of the plan brochure and/or bookmark your student health website.
• If you get sick while abroad, you will likely need to pay for your care first and then submit bills for
reimbursement. Your covered expenses will likely be considered an out-of-network expense.
• Before you submit claims for reimbursement, have the itemized bill(s) translated into English.
Also include a letter informing the claims administrator you already paid for the healthcare service
and need to be reimbursed.
• Write your name, ID number, address and school name on your bill(s). This will help the claims
company process your reimbursement request correctly and promptly.

14. How do I obtain a tax form?

Most fully insured UnitedHealthcare members will no longer automatically receive a paper copy of the Form 1095-B due to a change in the tax law. Under new law that became effective beginning with the 2019 tax year, the IRS penalty for not having health coverage was reduced to zero. Therefore, individuals no longer need the information on the Form 1095-B to file a federal income tax return. Members living in states with laws that require reporting of health coverage will continue to receive a paper copy of the Form 1095-B for state filing tax purposes. Form 1095-B will still be produced for all UHC fully insured members and will continue to be made available in My Account no later than the annual deadline set by the IRS. Members can view and/or download and print a copy of the form at their convenience, if desired.

If needed, a paper form can be accessed in one of the following ways:

Within My Account, click on Tax Documents under the My Coverage tab, select the desired Form 1095-B.
Call the number on your health plan ID card or other member materials.

E-mail a request to Customer Service – Request must include your policy number and current mailing address to
send a paper copy of Form 1095-B.

Mail a written request to (Form 1095-B, P.O. Box 30979, Salt Lake City, UT, 84130-0979) – Request must include
your name, policy number, member ID number and current mailing address to send paper copy of Form 1095-B.

A Form 1095-B will be mailed to the address provided within 30 days of the date the request is received. If you have
any questions about your Form 1095-B, contact UnitedHealthcare by calling the number on your ID card or other
member materials.

15. What is a Pre-existing condition?

An illness, disease or condition an individual has at the time of enrollment in a health care plan.

16. What is an insurance premium?

The monthly or quarterly payments paid for health insurance.

17. Can my dependent receive services at the University Health Center?

Dependents, who are not currently registered for courses at Morgan State University, cannot receive healthcare services at the University Health Center. However, they can receives services from an In-Network provider in the United States, not the University Health Center.
