Construction

The Construction Unit is responsible for soliciting capital projects. Capital projects are renovations and new construction with estimated total costs of $100,000 or more and are subject to formal bid procurement action in accordance with the Morgan State University Policies and Procedures. The Invitation for Bids (IFB) and Requests for Proposals (RFP) are used to initiate competitive sealed bid procurements. Also included under capital projects are the following:

  • Buying new Facilities
  • Buying Land
  • Buying new Equipment and Furnishings
  • Buying new Information Systems

In addition, the Unit is accountable for procuring professional services such as architectural, engineering, and commissioning. Also included are maintenance projects. The Construction unit handles change-order review and processing and also serves as the liaison with the Board of Public Works.

In order to prudently conserve administrative resources, the University's policy is to endeavor to utilize Maryland State contracts, collaborative agreements with other state/county organizations, institutions of higher education, or any other approved purchasing methods. Effective purchasing practices will ensure Invitations for Bids (IFB) are properly advertised to comply with the MSU Policies and Procedures and encourage vendor competition.
