Homecoming Security Plan

Dear Morgan Community, 

As we prepare for this year’s Homecoming festivities, I personally thank each of you for your dedication to Morgan and your continued commitment to upholding the values of our University. Homecoming is a time for celebration, reunion, and reflection on all we have achieved together. However, as we look forward to welcoming alumni, friends and visitors to our campus, we must also prioritize the safety and security of our entire community.

We have developed a comprehensive Homecoming Security Plan to ensure that this year’s events proceed safely, smoothly and without disruption. As the Chief of Police for Morgan State University, I assure you that the safety of our students, faculty, staff and visitors is our top priority.

Overview of the Homecoming Security Plan

This year, the Morgan State University Police Department (MSUPD) will deploy 225 sworn police officers and security personnel to provide a more visible security presence across the campus. We aim to ensure everyone enjoys the festivities while feeling safe and protected.

Other key elements of the security plan include:

  1. Technology-Enhanced Security:
    •  Aerial drones will be deployed to provide surveillance of key areas on campus.
    • Our campus-wide security camera system has been expanded to more than 1,400 cameras, providing more than 3,100 camera views to monitor activities in real time.
    • License plate readers will help manage vehicle traffic and ensure the safety of those driving on and near campus.
    • Weapon-detection technology utilizing artificial intelligence will be implemented to detect brandished weapons on campus. This technology will help us respond rapidly to any potential threats.
    • The strategic placement of LVT Mobile Security Camera towers to aid in real-time monitoring and serve to communicate general messages will be implemented.
  2. Signage and Communication:
    • Increased signage will be posted around campus to remind attendees of the following rules:
      • Weapons are prohibited on campus.
      • Weapon-detection technology will be in use.
      • Marijuana use is strictly prohibited on campus.
      • Surveillance cameras are in use throughout the campus.
      • Entry points will be monitored to ensure a safe and smooth flow of attendees, and any prohibited items will be confiscated.
      • Clear bag protocols will also be enforced for entry into the stadium.
  3. Building and Campus Closure Times:
    • On Homecoming Day, all campus buildings will be cleared and closed by 3 p.m.
    • The campus will close at 7 p.m. on Homecoming Saturday, and MSUPD officers will begin clearing the area at 6:30 p.m. We ask that all attendees plan accordingly and exit the campus promptly to ensure a safe and orderly conclusion to the day’s events.
  4. Traffic and Parking Management:
    • MSUPD officers will manage vehicle and pedestrian traffic, parking and crowd control throughout Homecoming Week. Please follow posted signs and instructions from officers to help us maintain smooth operations.

    Expectations of Attendees

    Homecoming is an opportunity to showcase the very best of Morgan State University, and we are committed to providing a safe environment for all who attend. We expect all attendees to respect campus policies and the directives of MSUPD officers and security personnel. Criminal behavior, violence, or any actions that compromise the safety of our community will not be tolerated—anyone involved with or connected to criminal activity will face prosecution.
