Transfer Equivalencies Explained
ABOUT EQUIVALENCIES:
Courses from other academic institutions may be determined to be:
- Equivalent- This course is the same as that offered at Morgan State University and fulfills the same major and/or general education requirement(s).
- Elective Within a Department (example: PSYC 116TR) - This course has not been determined to be equivalent to any courses offered at Morgan State University; it may fulfill major/minor related elective and/or general education requirements. Upon a student's acceptance to Morgan State University, it is possible to have electives re-evaluated by the relevant department(s) for possible equivalencies.
- Elective (example: ELEC 100TR) - This course has no equivalent at Morgan State University and does not fit into any academic department. The credits may transfer in and apply toward the total number of credits required for graduation but will not satisfy major or general education requirements.
If a course is not listed, it has not been previously evaluated and will likely transfer in as an elective until the appropriate department has reviewed it.

TRANSFER CREDIT COURSE DESCRIPTIONS AND EQUIVALENCIES
Upon receipt of all official academic transcripts or test scores and admission to Morgan State University (MSU), the Office of the Registrar’s Transfer Evaluation and Articulation (TEA) team will conduct an initial transfer credit evaluation within twenty business days. The TEA team will not evaluate a transcript that is not official. The results of the transfer credit evaluation will be reported to students via Degree Works.
If you notice a transfer course that you believe should fulfill a different requirement, is denied, or is not used on your Degree Works report, submit a Transfer Credit Evaluation Inquiry and Appeal Form.
Please use the form to initiate the transfer credit evaluation and appeal process. This form MUST be submitted within 20 business days (4 weeks) of receiving your evaluation. Our TEA team will send a confirmation email to your Morgan State email account. Please note the date when the email was received. Considerations for transfer course descriptions from students transferring from Maryland Public Colleges and Universities, Maryland Private Colleges and Universities, and Out-of-State Institutions.
Make sure to submit all the required information and supporting documents to the form.
The transfer program coordinator will receive the appeal form and be shared it with the appropriate academic department for decision.
You will receive a written response within twenty business days (4 weeks).
IMPORTANT NOTE: Only one course can be listed per appeal form. You MUST submit another appeal form if you need to request additional courses for appeal review.
INTERNATIONAL TRANSCRIPTS: CREDIT DESCRIPTIONS AND EQUIVALENCIES
Transfer students who attend schools outside of the United States must go through the following three-step process:
1) Submit Official Transcript(s)
2) Submit Translated Course Descriptions
3) Transcript Evaluation
1) Submitting Official Transcripts
Submit all official transcripts from all the schools you have previously attended (secondary, post-secondary, college, university, etc.) showing your completed work.
An official transcript from EACH college and university attended in the U.S. is required.
A course-by-course evaluated transcript is required from EACH college or university attended outside of the U.S. Please request a course-by-course evaluation, including a grade point average (GPA). Official evaluation copies should be sent directly to the Morgan State University Office of the Registrar. Your transcripts must be translated into English before an evaluation can be processed. The educational documentation you must submit to these agencies may vary based on the country of study and the highest level of education you have completed outside of the United States. Please visit the website of your preferred agency to obtain information about what types of documentation are required for submission to obtain an official Degree Works evaluation. Credit will not be allowed in transfer from any foreign or domestic school for coursework in English taught as a second language or intended to develop fluency.

Accepted Transcript Evaluation Services:
- International Education Evaluations (IEE).
- World Education Services (WES).
- Educational Credential Evaluators.
- SpanTran: The Evaluation Company.
- Any current member of the National Association of Credential Evaluation Services.
If your official transcript lists "In Progress" courses, you must submit another official transcript with these courses completed and graded. The TEA team will only award transfer credit for completed and graded courses.
If you have less than 24 transferable credits, you must also submit an evaluated secondary school record, high school transcript, or exam results.
If you are applying to a graduate program, the final evaluation transcript must show an awarded degree equivalent to a bachelor's degree or higher.

2) Submit Translated Course Descriptions
Course descriptions are required to evaluate transfer courses from accredited colleges and universities outside the U.S. Students are responsible for submitting all course descriptions, which must be translated into English. Students may submit course descriptions and/or syllabi by completing the International Transfer Credit Evaluation Translated Course Description/Syllabus Submission Form. Students will receive a written response within 20 business days (4 weeks). Once we receive the course-by-course report and course descriptions, any applicable credit will be applied to your degree program. Until then, you may refer to your degree works evaluations to guide your degree program requirements.
3) Transcript Evaluation
Once we receive the course-by-course report, any applicable credit will be applied to your degree program. Until then, you may refer to your Degree Works evaluation to guide your degree program requirements.
