Biography
Monica Kay is an avid practitioner of project management in both the private and public industry. Monica has over 15 years of business and project management experience which includes working as a consultant for five years and her current employment with the federal government.
Monica's background includes serving as a project manager and agency liaison in operationalizing laws that that have been enacted by Congress by identifying key players, analyzing laws passed, defining business requirements and coordinating policy with its counterparts (contracts, systems, funding, reporting and education and outreach) as well as developing the integrated project schedules that drive implementation efforts. She has also been instrumental in reporting implementation statuses to key Federal officials on highly visible and complex projects.
Additionally, Monica serves as an adjunct professor at Morgan State University, Anne Arundel Community College and Howard Community College teaching Microsoft Access, Visio, Outlook and project management classes.
Her teaching philosophy is, "to increase the student's knowledge and awareness of the subject matter being taught, to help them understand the theory behind the subject and its practical usefulness in any given situation, which is very valuable for adult learners."
Monica Kay holds a D.B.A. from Wilmington University and a B.A. in accounting from the University of Maryland Eastern Shore, an M.B.A. from the University of the District of Columbia Additional credentials include her Project Management Professional (PMP) certification from the Project Management Institute.
Research Interests
Research Interests include identifying project management best practices for federal organizations in which her dissertation research is based. Her topic entitled, "Identification of Factors that Affect Project Management Adoption and Implementation within the Department of Health and Human Services that offer Social-based Programs" seeks to understand the drivers behind project management adoption.
