Transfer Evaluation and Articulation Services

Morgan State University welcomes applications from transfer students from two-year community colleges and four-year colleges and universities accredited by Maryland or a regional accrediting association. Students are expected to have a cumulative average of 2.0 from all colleges attended and be "in good standing" academically and financially at the last institution attended. In all cases, the transfer student must earn the last 30 credit hours toward the desired degree at the university as a full-time or part-time student. Students who previously attended any college, university or proprietary school since graduating or earning their high school equivalency diploma are considered transfers. Morgan State University policy requires all students who have attended college to submit transcripts from all post-secondary educational institutions.

MSU grants credit for military experience and study completed in-service school based on the American Council on Education (ACE) recommendations in its Guide to the​ Evaluation of Educational Experiences in the Armed Services. If you want your military experience and study considered for credit toward your degree, submit your official military transcript to the Office of the Registrar.

Active duty or former service members of the United States Army, Coast Guard, Marine Corps, or Navy, including Reserve and National Guard, need to provide an official copy of their Joint Services Transcript (JST).

Active duty or former service members of the United States Air Force, including Reserve and National Guard, need to provide an official copy of their Community College of the Air Force (2yr) or Air War College (4yr) transcript.

Transfer students who attend schools outside of the United States must go through the following three-step process:

1) Submit Official Transcript(s)
2) Submit Translated Course Descriptions
3) Transcript Evaluation

1) Submitting Official Transcripts

Submit all official transcripts from all the schools you have previously attended (secondary, post-secondary, college, university, etc.) showing your completed work.

An official transcript from EACH college and university attended in the U.S. is required.

A course-by-course evaluated transcript is required from EACH college or university attended outside of the U.S. Please request a course-by-course evaluation, including a grade point average (GPA). Official evaluation copies should be sent directly to the Morgan State University Office of the Registrar. Your transcripts must be translated into English before an evaluation can be processed. The educational documentation you must submit to these agencies may vary based on the country of study and the highest level of education you have completed outside of the United States. Please visit the website of your preferred agency to obtain information about what types of documentation are required for submission to obtain an official Degree Works evaluation. Credit will not be allowed in transfer from any foreign or domestic school for coursework in English taught as a second language or intended to develop fluency.

• Educational Credential Evaluators.
• SpanTran: The Evaluation Company.
• Any current member of the National Association of Credential Evaluation Services.

If your official transcript lists "In Progress" courses, you must submit another official transcript with these courses completed and graded. The TEA team will only award transfer credit for completed and graded courses.

If you have less than 24 transferable credits, you must also submit an evaluated secondary school record, high school transcript, or exam results.

If you are applying to a graduate program, the final evaluation transcript must show an awarded degree equivalent to a bachelor's degree or higher.

2) Submit Translated Course Descriptions

Course descriptions are required to evaluate transfer courses from accredited colleges and universities outside the U.S.  Students are responsible for submitting all course descriptions, which must be translated into English. Students may submit course descriptions and/or syllabi (from the appropriate year) by completing the  International Transfer Credit Evaluation Translated Course Description/Syllabus Submission Form. Some courses may not be recognized as equal to courses at Morgan State University. Students will receive a written response within 20 business days (4 weeks).

 3) Transcript Evaluation

Some courses may not be recognized as equal to courses at Morgan State University. Once we receive the course-by-course report and course descriptions, any applicable credit will be applied to your degree program. Until then, you may refer to your degree works evaluations to guide your degree program requirements.

Morgan State University accepts up to 90 credits from all sources combined below toward the bachelor’s degree, including:

• Approved two-year community colleges (up to 70 credits),
• Approved four-year colleges and universities,
• Other higher education institutions with whom Morgan State University has a memorandum of understanding/agreement for acceptance of credit and/or a joint program,
• Military occupational specialties and experience
  1. MSU grants credit for military experience and study completed in-service school based on the American Council on Education (ACE) recommendations in its Guide to the​ Evaluation of Educational Experiences in the Armed Services.
• Credit by Examination including:
  1. Excelsior College Examinations (formerly ACT/PEP and Regents),
  2. AP: Advanced Placement examinations administered by the College Board,
  3. CLEP: College-Level Examination Program - (maximum of 24 credits),
  4. DANTES or DSST: Defense Activity for Nontraditional Education Support examinations
• IB: International Baccalaureate,
• Non- accredited U.S. institutions based on a review of an appropriate credit evaluation:
  1. National institutional accrediting organizations, including the Council for Higher Education Accreditation (CHEA)
  2. National Association of Credential Evaluation Services (NACES)

Accreditation is the act of granting credit or recognition by a governing body of an educational institution. Accreditation is necessary for any educational institution to prove that it maintains suitable standards or quality. Transfer credits are reviewed and accepted depending on the accreditation status of the college or university during the student's enrollment. Morgan State University requires an official transcript from each institution attended (including specialized credit, i.e., AP or CLEP score reports) to be sent to the university for review. If credits were not earned at a regionally accredited institution, please check with your home college to see if the credits will be accepted for transfer through another type of advanced standing credit.

According to Morgan State University's policy and procedures, the TEA team identifies and shares general education transfer course articulations and equivalencies. Major and Minor courses are determined based on the School or College major or minor degree requirements. Once students are admitted as degree-seeking students and provided all copies of official college transcript(s) and specialized exam score report(s), transcripts will be evaluated and credit awarded based on the applicability of credit toward a Morgan State University degree.

To maximize the awarding of transfer credit for prospective and current students, Morgan State University has launched a new online tool to make the transfer credit process transparent and accessible.

Bear TraP: Prospective Student Transfer Portal 

Bear TraP - Visit our new undergraduate transfer portal for prospective students, a student guide estimating how many course credits may transfer to your anticipated degree program at Morgan State University.  Students can create an account to enter completed or anticipated courses at two-year or four-year universities and colleges and see how they would transfer to Morgan State.

Transfer Evaluation System (TES)

TES is a public course-to-course listing of equivalencies with some course descriptions sharing additional major and minor information and non-traditional and specialized transfer credit (i.e., ACE, military credits).  TES may be used by prospective and current Morgan State University students to obtain an unofficial indication of how courses from other resources may be accepted for transfer credit at Morgan State University. Equivalencies are updated and added continuously throughout the year as students, universities, and colleges present new courses. Current students may use TES to complete the permission to take an off-campus course form.

Articulation System for Maryland Colleges and Universities (ARTSYS)

ARTSYS is intended to aid transfer students exclusively from Maryland community colleges to Morgan State University.

DegreeWorks - DegreeWorks is available for undergraduate students initially admitted on or after Fall 2010 and beginning with the 2010-2013 Undergraduate Catalog. DegreeWorks is also available for graduate students admitted after Fall 2022 and beginning with the Fall 2022 graduate catalog.

Students should log into their Student Self-Service/WebSIS account, select Student, and then select Degree Works to access Degree Works. Students admitted before Fall 2010 or under a catalog before the 2010-2013 Catalog should see their advisor for degree audit information.

Most transfer students need to send two transcripts to Morgan State University:

(1) During their final semester at their previous school(s) when applying to Morgan State University,

(2) a final one when all grades and degrees from that school are posted

If some of your transfer credits are missing from your Degreeworks evaluation, you likely need to send a second and final official transcript from your previous school (s). 

Not all credits transfer-In some cases, credits don’t transfer to Morgan State University. This can be the case for:

1. Preparatory classes
2. Remedial or developmental classes
3. Continuing Education Units (CEU)

Upon receipt of all official academic transcripts or test scores and admission to Morgan State University (MSU), the Office of the Registrar’s Transfer Evaluation and Articulation (TEA) team will conduct an initial transfer credit evaluation within 20 business days. The TEA team will not evaluate a transcript that is not official or sent directly from students. The results of the transfer credit evaluation will be reported to students via Degree Works.

If you notice a transfer course that you believe should fulfill a different requirement on your Degreeworks report, submit a Transfer Credit Evaluation Inquiry and Appeal Form.

Please use the form to initiate the transfer credit evaluation inquiry and appeal process. This form MUST be submitted within 20 business days (4 weeks) of receiving your evaluation. Our TEA team will send a confirmation email to your Morgan State email account. Please note the date when the email was received.

Make sure to submit all the required information and supporting documents to the form.

The transfer program coordinator will receive the appeal form and be shared it with the appropriate academic department for decision.

You will receive a written response within twenty business days (4 weeks).

IMPORTANT NOTE: Only one course can be listed per appeal form. You MUST submit another appeal form if you need to request additional courses for appeal review.
