Mrs. Deshun Li, Research Budget Development Specialist, is a professional with over 10 years of experience in finance management and investment planning.

She joined Morgan State University in 2018 in the Office of Sponsored Programs, now the Office of Research Administration, under the leadership of Dr. Mildred Ofosu. In her position, Ms. Li is responsible for working with the Principal Investigators (PIs) to develop a budget proposal and budget justification. Final budget approval resides with the following: compliance with federal agency and university fiscal policies, correctness of direct cost, salaries, committed effort, release time, fringe benefit, indirect cost calculations, and check for completion of the Internal Routing Forms by all the Principal Investigators. Ms. Li is available to help the PI to revise the budget and budget justification before the award. Ms. Li is also responsible for entering the final proposed budget and awarded budget into Banner.

Before joining Morgan State University, Ms. Li worked as a financial advisor while raising her three sons. She previously also worked as a nurse in China, which helped develop her efficient, precise, and compassionate work ethic. In her free time, Ms. Li enjoys spending time with her family, going on walks, watching Korean drama shows, and creating healthy meals for her friends and family.
