Maurice C. Taylor, Ph.D., J.D.

The Office of the Vice President for University Operations (VPUO) is responsible for coordinating the implementation of the Gateway to Opportunity Program (GO Program) for prospective students who show academic promise and special abilities such that Morgan seeks to encourage their admission by giving them the option of residing on campus and granting them access to campus while being enrolled at Baltimore City Community College (BCCC) and being taught by BCCC faculty on Morgan's campus.

The VPUO oversees several memoranda of understanding (MOUs) establishing partnerships between Morgan and PHS Group Inc., (a project management firm) and between Morgan and an alliance of other historically black colleges and universities to develop Professional Science Master's degrees. The VPUO is the architect of the University's identity theft "Red Flag" rules and the University's Influenza and Pandemic Disease Preparation Plan. The VPUO also serves a liaison to meetings of the Maryland Higher Education Commission's (MHEC) and to the University System of Maryland.

Dr. Maurice TaylorDr. Taylor is the former Dean of the School of Graduate Studies. He is the immediate past Chair of the Graduate Record Examination (GRE) Board and the former Chair of the GRE Board's Minority Graduate Education Committee. Dr. Taylor is the Secretary for the Conference of Southern Graduate Schools (CSGS) and the past President of the Council of Historically Black Graduate Schools (CHBGS). Dr. Taylor Chairs the Education and Student Life Committee of the Board of Trustees of Juniata College. Dr. Taylor earned the master's (MA) and doctorate (Ph.D.) degree in Sociology from Bowling Green State University and the juris doctorate (JD) from Duke University's School of Law.
