Applying as a Freshman
Morgan offers multiple ways to apply for admission. Regardless of the application that you choose to use, please only apply with ONE application. This ensures that your application is processed efficiently and effectively. We encourage you to apply to Morgan State using a non-school or university-related email account. Many high school or college emails have firewalls that often will send our emails to your spam folders. To ensure you don't miss any important notifications from our office, please use a personal email account to apply. Additionally, submission deadlines will follow the transfer applicant timeline.
If using the Morgan application, you will create your student portal at the time of application. If you use the Common App or the Common Black College Application, once you submit your application, you will receive an email with instructions on how to create an online student portal. The portal allows you to follow your admission application through the journey to an admission decision. Additionally, important information regarding events and academic programs can be found in your portal. We STRONGLY encourage you to check your student portal for application updates.

You may choose to submit an official or unofficial transcript with your application for admission*. You may upload your official or unofficial transcript to your application before submission or you may have your counselor send your transcript using any of the methods below. Please reach out to admission counselor if you have questions about sending your transcript to Morgan State.

*If you have completed college courses while enrolled in high school you will be considered a freshman with college credits. Please select this student type when completing the application. If you would like your college courses to be evaluated for credit at Morgan State you are required to submit an official college transcript.

- All electronic third party transcript services may send transcript notifications to apply@morgan.edu. Transcripts sent to any another email address will not be considered. Colleges may also email official transcripts to this email account.

Students are encouraged to submit their official test scores to Morgan State using any of the methods below.
- SAT scores must be sent directly from College Board - College Board code is 5416.
- ACT scores must be sent directly from ACT.org - ACT code is 1722.
- Official test scores will not be accepted via fax.
Test Optional Admission to Morgan State
You are more than a test score; therefore, most students may apply to Morgan test optional.
Students wishing to gain admission to Morgan through the test optional review process are encouraged to showcase a strong academic record (course rigor, grades, cumulative GPA, and positive grade trends). Applying test optional does not help or hurt your admission to Morgan, additionally test optional students may still be considered for merit scholarships and admission to the Clara I. Adams Honors College. If additional information is needed in order to review your application for admission as a test optional applicant, your admission counselor will reach out by email.
If you are a homeschooled applicant and/or attend a school that does not report alpha-numeric grades, you will be required to submit official ACT or SAT scores.
Morgan State observes the NCAA guidelines as it relates to the use of test scores in Division I and Division II sports. As such, student-athletes wishing to gain admission to Morgan State are not required to submit test scores. More information regarding NCAA Division I academic requirements is available here.

When you submit your application, you must pay a $35 nonrefundable application fee.
We accept multiple different fee waiver forms. Please see the different options below. The application fee, or fee waiver request, must be submitted when completing your application.
- If you are submitting the Morgan Application, you will need to submit a completed ACT, SAT, or NACAC fee waiver form that has been verified by your high school counselor.
- If you are submitting the Common App or Common Black College Application, you will need to complete the fee waiver section on your profile and your counselor will need to verify your eligibility.
We will not process your application or make an admission decision until we receive a completed fee waiver or the non-refundable $35 application fee. Questions regarding our application fees may be directed to admissions@morgan.edu.
A COMPLETED application for admission contains the following:
- Admission Application
- Unofficial or Official Transcripts
- Official Test Scores or Test-Optional
- Application Fee or Fee Waiver
Once you have submitted your COMPLETED application, you may follow your application through the review process using your student portal. If you applied with the MORGAN application, you created your student portal at the time of application. If you applied using the COMMON APPLICATION, you will receive an email prompting you to create your student portal. Your student portal allows you to follow your application through the admission review journey. It is the best way to see if you submitted all the required documents for a timely review.
Our office will start releasing decisions in October on a rolling basis. If you applied for by the EARLY ACTION admission deadline of December 1st, you will be notified of your admission status NO LATER THAN February 15th.
- Early Action is an admission option where students apply to the university and receive a decision ahead of the regular decision deadline. At Morgan, students who desire to receive highest consideration for scholarships and the Honors College are encouraged to apply by the early action deadline.
If you applied for the REGULAR admission deadline of April 1st, you will be notified of your admission status NO LATER THAN April 30th.
- Regular Decision is the regular application deadline.
- After April 1, we will continue to accept admission applications through June 1, 2025.
Make sure to confirm your intent to enroll at Morgan State by May 1, 2025 to secure your seat in the Fall 2025 class.

Test-Optional
- Which applicants are eligible for test-optional review?
Students applying for degree-seeking freshman admission and transfer students with less than twelve (12) transferable credits may elect to apply via the test-optional pathway. Transfer students with more than twelve (12) transferable credits and international applications do not require submission of the ACT or SAT, so the test-optional pathway is not needed. - Will applying test-optional have a negative impact on a student's admission decision?
No. Morgan State University already takes a holistic approach to review every application for admission. We will adjust internal processes appropriately to ensure that no student is harmed in admission selection if they do not submit a test score. - Does the test-optional policy affect English proficiency requirements for international students?
All students must demonstrate English Proficiency to be admitted to academic study. Applicants must submit either a TOEFL or IELTS score report. - How does applying test-optional impact consideration for merit-based awards, scholarships, honors, and other programs?
All applicants, including test-optional applicants, will be eligible to be considered for University benefits, including direct admission to academic programs, merit-based scholarships, and honors and scholars programs.

What are the application and notification deadlines?
Application deadlines vary depending upon the type of applicant you are. A full listing of our deadlines by applicant type are listed here. For freshman students, please note the following information below:

How long does it take to process my application?
It can take up to SIX weeks to process a completed application. A completed application for most applicants is the application for admission + a transcript. Additional requirements may be expected depending on the applicant type. Once an admission application is submitted, all students receive a confirmation email detailing what is needed to complete their application for admission review. Additional reminders to complete an application go out every two weeks, until the application is completed.
If you have sent the required information to complete your application but still receive an email saying we're missing an item, please know that our system is still updating your record - DO NOT resend documents you have already submitted. You may ignore these communications, unless you continue to receive them beyond the six week processing window. Your student portal is the best tool to stay up-to-date on your application and admission decision.
What happens once I have been admitted?

When will I receive my financial aid package?
Information on financial aid deadlines and applying for scholarships can be found on the Office of Financial Aid website. Some deadlines for financial aid have been impacted by the recent 2025-2026 FAFSA Simplication ACT. To learn more, please visit the FAFSA Simplification webpage.
How do I register for New Student Orientation?
New student orientation is getting some exciting enhancements for Summer 2025. More information to come soon, but to learn more please visit the Office of Student Success and Retention. Communications on registering for Orientation will start in the coming weeks.
How do I apply for Student Housing?
Information on student housing and residence life can be found on The Office of Residence Life and Housing website. The housing application typically goes live in February and is first come, first served. It is critically important to observe and meet all deadlines concerning student housing in order to avoid housing challenges. The non-refundable housing application fee is currently $200 (this may be subject to change).
Residency for Tuition Purposes
I have been assessed as a non-resident (out of state) for tuition purposes but I am a resident. What should I do?
